I have been struggling for sometime with the dilemma of how best to draft an article summarising the 2024 management of Potto Parish Council, which I have described as “Arguably the WORST Parish Council in England” in my article dated 29th November 2022.
My problem was that, even if I reported upon only the very worst acts of lawlessness and maladministration during 2024 (each verified in turn by the Information Commissioner, External Audit Reports, or the Judges at the Upper and Lower Tribunals, etc), the article could easily have become one of the longest I have ever published.
However, it is (mercifully) now one of the shortest . . .

Hadleigh council refuse to comply with Babergh legal recommendations
As part of the code of conduct decision upheld against Cllr Rolf Beggerow, Babergh’s legal team recommended Hadleigh town council reviewed decisions he took part in regarding Layham Road Sports Ground, in particular the 3G pitch.
Councillors discussed the items at a full council meeting last Thursday and voted unanimously against reviewing the decisions made, and also those in the room felt Cllr Beggerow had not breached the code, despite the monitoring officer’s decision…
…Hadleigh council took advice from the Suffolk Association of Local Councils, which is a private membership association, and solicitors.
Councillors who voted on the issue were: Cllrs McLeod, Brian Loftus, Gail Pryor, Rickaby Shearley-Sanders, Carol Schleip and Sue Monks.
Enabling remote attendance and proxy voting at local authority meetings
Government is consulting on introducing powers for local authority members to apply to the relevant authority for a dispensation to attend formal council meetings remotely and vote by proxy in certain circumstances.

Northiam Parish Council does not have ‘Power of Competence’
We have done this long special report to illustrate what has happened to local government at parish pump level now there is no official scrutiny by national bodies and local media has disappeared in this part of East Sussex. The irony is the lack of scrutiny has led to people putting too much on the internet so there are a wealth of documents to stand up exactly what has been going on in Northiam.
